Resistance Movement of the Special Operations Forces
The Resistance Movement is a civic activity directed against the occupation forces, the goal of which is the liberation of territories from occupation and the restoration of state sovereignty. The activity of the Resistance Movement is regulated by a legislative framework, in particular the Law of Ukraine "On the Foundations of National Resistance," which entered into force on January 1, 2022. The symbol of the Resistance Movement consists of two runes with a red dot, symbolizing the continuity of resistance through time: drawing on the experience and achievements of the national liberation struggle of past generations, in the present we lay the foundations for achieving our ultimate goal in the future—a free, sovereign, and independent Ukrainian state. This symbol is also called the "Eye," which symbolizes that the underground sees everything, and every occupier is in their sights.

Primary goal
Assisting the defense and security forces in restoring the territorial integrity and state sovereignty of Ukraine, and countering the Russian occupation forces.
The Resistance Movement performs many tasks. We will find a suitable task for everyone.
Legislative regulation
The activity of the Resistance Movement is regulated by a legislative framework, in particular the Law of Ukraine «On the Foundations of National Resistance», adopted on July 16, 2021, which entered into force on January 1, 2022.
In March 2026, the Verkhovna Rada of Ukraine adopted a new bill No. 13347 «On Amendments to Certain Legislative Acts of Ukraine Regarding Selected Issues of Preparing Citizens for National Resistance», which refines the legal definition of the resistance movement as a set of asymmetric measures organized and coordinated by the Special Operations Forces of the Armed Forces of Ukraine in cooperation with other security and defense forces involving civilians to restore the state sovereignty and territorial integrity of Ukraine.
The actions of the Resistance Movement of the Special Operations Forces confirm every day that the occupation of Ukraine's territories is temporary.
Who leads the Resistance Movement?
General leadership of national resistance is exercised by the President of Ukraine as the Supreme Commander-in-Chief of the Armed Forces of Ukraine through the Minister of Defense of Ukraine.
Leadership of the resistance movement is exercised by the Commander-in-Chief of the Armed Forces of Ukraine through the Commander of the Special Operations Forces of the Armed Forces of Ukraine.
Thousands of people work in the interests of the Resistance Movement on both sides of the line of contact, performing a multitude of diverse tasks.
Joining the Resistance Movement is done on a voluntary and confidential basis.
❗️Involvement in executing tasks in the interests of the SOF Resistance Movement of the Armed Forces of Ukraine does not require obtaining the status of a service member.
All interested Ukrainians who have reached the age of 18 (*the age of acquiring full civil capacity in accordance with Article 34 of the Civil Code of Ukraine) can join.
To do this, you should fill out the application form on the website opir.org.ua and await feedback from representatives of the Special Operations Forces.
After your application is processed and in accordance with your skills, you may be offered an individual training course.
